Do you recommend submitting my site to all the search engines, there are some services that will do this very cheap but some people say not to do that.

I recommend not to submit your site to any search engine, I never submit my sites to any search engine even Google, search engines will find and index your site by finding a link to your site on other web sites on the net.
by adding your link to other sites especially high page rank sites will get you indexed fast and it’s by far the best way to do it.
I would say never to use those services as it doesn’t actually achieve anything.
